Promotion of heating replacement (BEG-coupled) (FKG)
If you are planning to replace the heating in an existing residential building, you can apply for a subsidy.
Course description
Funding is available for the installation of efficient heat generators in existing residential buildings, either as individual measures or as packages of measures, as well as for measures relating to building and district heating networks.
The following information applies to applications submitted by 31 December 2023: Funding for individual measures
The funding rate is 15 per cent of the eligible costs for all individual measures relating to building services.
The following building works are eligible for funding:
- Solar thermal systems
- Electrically powered heat pumps
- Building network and connection to a building or district heating network
You can also apply for bonus measures. Please refer to the guidelines to find out which bonus measures are eligible for this scheme.
Important note
Note on BEG linkage
For the same measure, an application for funding must be submitted to the BAFA or KfW under the Federal Funding Scheme for Energy-Efficient Buildings – Individual Measures (BEG EM).
Important: the FKG application must be submitted first!
Eligibility for FKG funding is excluded if, under the BEG EM scheme, the ‘climate speed bonus’ and/or the ‘income bonus’ is applied for in respect of at least one flat in the building (exception: additional funding for heat pumps).
Prerequisites

The following applies to the Climate-Neutral Buildings Funding Programme (FKG):
- Funding is only available for buildings within the city limits of the State Capital of Munich.
- The applicant must be the party bearing the investment costs. This means that all contracts, invoices and similar documents must be issued in the applicant’s name and paid for from their bank account. The grant will be paid exclusively into the applicant’s bank account.
- The principle of ‘funding application before contract’ applies strictly to the application process. No contract for the project may have been awarded yet. If a contract has already been awarded to the contractors for the construction project for which funding is being sought, this will prevent FKG funding!
- Those eligible to apply include, amongst others, building owners and persons treated as such, for example, usufructuaries. Further information on who is eligible to apply can be found under ‘Questions & Answers’.
- Applications must be submitted exclusively online via the city’s funding portal.
Furthermore, the following applies to heating system replacements:
- Measures are only eligible for funding in existing buildings.
- These measures must form part of a building-specific energy assessment drawn up using an individual renovation roadmap (iSFP). The iSFP must set out a step-by-step renovation plan ensuring that, once all measures have been completed, at least energy standard EH55 is achieved by 2035 at the latest. For listed buildings, the requirements of the BEG EM apply. Further information on this can be found under “Questions & Answers”.
- The measures are subject to funding under the “Guidelines for Federal Funding for Efficient Buildings – Individual Measures (BEG EM)”. FKG funding is only available if the same measures have already received successful federal funding (BEG EM).
- Applications can only be made for an entire building, not for individual residential units.
- FKG funding is not available if, under the BEG EM, the “airflow rate bonus” and/or the “income bonus” has been applied for in respect of at least one flat in the building (exception: additional funding for heat pumps).
Required documents
No documents are required when submitting the application.
After completion of the construction project(s), the following documents must be uploaded. In the funding portal, uploading these documents is called "Submit proof of use":
if the application is to be submitted by an authorised person representing the applicant, the power of attorney form must be submitted.
- Proof of authorisation to apply. Example: A private individual submitting the application themselves must upload their ID. For WEG see subpage WEG.
- Confirmation of disbursement from KfW Bank or notice of assessment of the federal subsidy
- Confirmation after implementation (BnD) or technical project certificate (TPN)
- Invoices for the expenditure incurred in accordance with the BnD or assessment notice
- Heating replacement declaration form
- Consultancy documents "My refurbishment roadmap" and "Implementation guide for my measures"
- for listed buildings: evidence of the relevant listed building requirements and the listed building licence

Questions & Answers
Eligibility to apply applies to owners and persons treated as such (for example, leaseholders, usufructuaries) of the property, part of the property, building or part of the building on or in which the work is to be carried out, as well as to contractors.
The application must be submitted by a representative acting on behalf of the owners’ association. The ‘applicant’ is the owners’ association itself. The owners’ association bears the costs. The invoice must be made out to the owners’ association. The WEG’s resolution, containing the clause stating that all flat owners waive their right to apply for the ‘climate speed bonus’ and the ‘income bonus’ in accordance with the BEG EM, must be submitted. In exceptional cases, the conclusion of supply and service contracts prior to submitting the application will not affect eligibility for funding if a suspensive or resolutive condition is agreed which expressly refers to the authorisation to commission granted on the funding portal of the Climate-Neutral Buildings (FKG) funding portal. The ‘contract award approval’ is defined as the message with the subject line ‘The requested measure(s) may be commissioned’ from the funding portal.
Contracts for the supply of goods and services containing a condition precedent or resolutive condition must be submitted unsolicited, together with a statement of expenditure. Should the applicant fail to fulfil their obligation to cooperate, the funding body is entitled to reject the application.
The implementation of the construction works must take place after the application has been submitted.
Suggested wording can be found in the information sheet on conditions precedent or resolutory conditions.
Yes, at the time the FKG application is submitted, a building-specific energy assessment in the form of an iSFP must be available.
According to the FKG guidelines of 7 May 2024, a building-specific energy assessment in the form of an iSFP must be available at the time the application is submitted, which meets the following requirements:
- A plan for a phased refurbishment.
- Development of an energy-efficiency refurbishment plan in which one of the following energy standards (target energy standard) is achieved by 2035 at the latest: EH 55, EH 55 EE, EH 55 NH, EH 40, EH 40 EE, EH 40 NH in accordance with the BEG-WG. Note: For listed buildings, the energy standards ‘Denkmal’, ‘Denkmal EE’ or ‘Denkmal NH’ apply, deviating from the energy standards mentioned above.
- The measure applied for in the FKG must be included in the iSFP.
An iSFP originally drawn up which does not contain the above-mentioned requirements may be supplemented or amended by an EEE so that the requirements are met.
The iSFP does not need to be submitted together with the proof of use; however, the energy adviser confirms, using the ‘Form: Declaration of Individual Measures – Efficiency Measures’, that it is available and meets the requirements of the FKG.
The following energy consultancy reports are recognised as iSFPs under the FKG:
- All iSFPs that were drawn up on or after 19 January 2024, or that will be drawn up in future, and which meet the above criteria
- Energy adviser reports that were applied for and funded under the ‘Energy Renovation Advice’ scheme in the FKG between 20 July 2022 and 18 January 2024.
- ‘Energy Renovation Consultations’ under the FKG that were rejected on formal grounds (for example, where the contract was signed before the application was submitted), provided that the energy advice report meets the above requirements.
- Energy consultancy reports from the ‘Energy Renovation Consultancy’ scheme which were applied for under the FKG but were not funded on substantive grounds may be supplemented or adapted by an EEE so that they meet the above-mentioned requirements.
- The iSFP must not have been drawn up before 1 November 2020. (Date on which the Building Energy Act came into force)
- An iSFP originally drawn up that does not meet the above requirements may be supplemented or adapted by an EEE so that the requirements are met
The subsidy rate is 30 per cent of the maximum eligible costs above the ceiling for eligible expenditure defined by the BEG. If the eligible investment costs do not exceed the maximum limit for eligible expenditure set by the BEG, no additional subsidy for groundwater heat pumps will be granted.
However, the subsidy rate is capped at
• €30,000 for the first residential unit
• €15,000 each for the second to sixth residential units
• €8,000 each from the seventh residential unit onwards
Indicative calculation examples for additional funding
Example 1: Eligible investment costs of €65,000 for a building with one
residential unit
BEG: Maximum limit on eligible costs = €28,000
FKG additional funding for groundwater and geothermal heat pumps:
• Eligible investment costs above the BEG upper limit
= €65,000 – €28,000 = €37,000, which are capped at €30,000 under the FKG
• Grant amount: 30% of €30,000 = €9,000
Example 2: Eligible investment costs of €177,000 for a building with ten
residential units
BEG: Upper limit on eligible costs
= €28,000 (1st residential unit) + 5 × €15,000 (2nd–6th residential units) + 4 × €8,000 (7th–10th residential units) = €135,000
FKG additional funding for groundwater and geothermal heat pumps:
• Eligible investment costs above the BEG maximum limit
= €177,000 – €135,000 = €42,000
• Grant amount: 30% of €42,000 = €12,600
Example 3: Eligible investment costs of €135,000 for a building with ten
residential units
BEG: Upper limit on eligible costs
= €28,000 (1st residential unit) + 5 × €15,000 (2nd–6th residential units) + 4 × €8,000 (from the 7th residential unit onwards) = €135,000
FKG additional funding for groundwater and geothermal heat pumps:
• Eligible investment costs (€135,000) are lower than the maximum limit for eligible costs defined by the BEG
• Funding amount: no additional funding
The City of Munich does not make any recommendations regarding individual energy consultants. The ‘German Energy Agency’ (Deutsche Energie-Agentur), with its list of experts, is recognised as a neutral accreditation body. In Bavaria, the ‘Bavarian Chamber of Architects’, the ‘Bavarian Chamber of Civil Engineers’ and the ‘GIH e.V.’ (the Association of Building Energy Consultants in Bavaria) also provide lists of energy consultants.
In line with the regulations governing BEG funding, the funding principle of ‘application before contract’ does not have to be strictly adhered to for the bonus measure ‘Specialist energy planning and construction supervision for BEG-linked measures’. This means that specialist planning services may be commissioned before submitting an application to the FKG. This applies to statements of expenditure to be audited from 6 September 2024 onwards. The main measure must still not be commissioned before the application is submitted.
Any breach of the ‘application before contract’ funding principle in relation to the main measure will result in the bonus measure being rejected at the same time.
If no energy efficiency expert was involved in the application for federal funding, then no ‘Technical Project Certificate (TPN)’ needs to be submitted. In this case, the “Specialist Contractor’s Declaration for Heat Generation Systems – Heating Technology”, which was submitted to the BEG, is sufficient. In this case, the “Declaration on Heating System Replacement” form may also be signed by the applicant themselves.
