You need a permit to transport goods with vehicles and combinations of over 3.5 tonnes or over 2.5 tonnes in cross-border EU traffic.

Business registrations
you can register, re-register and deregister your business directly with the Commercial Motor Transport subdivision in connection with the activity applied for.
Change of registered office
You must notify the district administration department of a change of registered office within Munich. You must immediately submit the licence certificate and the copy to the licensing authority for reissue. A change of transport manager must also be reported to the licensing authority immediately.

Prerequisites
Road transport companies must:
- have an actual and permanent establishment,
- be reliable
- have adequate financial capacity and
- have the required professional qualifications.
You need a "national licence" if you only carry out transport journeys within Germany.
You need an "EU Community licence" if you carry out transport journeys within Germany and across national borders.
Required documents
For initial application and new issue:
- Identity card or passport
- Certificate of equity (in accordance with Article 7(1) of Regulation (EC) No 1071/2009)
- Clearance certificates from the social insurance institutions, city treasury, tax office and the professional association for vehicle owners
- Certificate from the insolvency court (at the local court)
- List of personnel stating the date of entry into the company and the health insurance company
- Vehicle list
Additionally for initial application:
- Proof of professional qualification of the applicant or managing director or transport manager (e.g. examination certificate from the Chamber of Industry and Commerce)
- For companies: Extract from the commercial register or shareholders' agreement
- Rental agreement or proof of ownership of the business premises
- Transport manager contract (if the applicant does not have the professional qualification themselves)
Other documents requested directly by the trade authority:
- Certificate of good conduct ( consent of the applicant required)
- Extract from the central trade register ( consent of the applicant required)
- Information from the driving aptitude register at the Federal Motor Transport Authority
- Information from the enforcement portal of the federal states
Please note that the clearance certificate, the certificate from the insolvency court, the certificate of good conduct, the extract from the central trade register, the information from the driving aptitude register at the Federal Motor Transport Authority and the information from the enforcement portal of the federal states must not be older than 3 months at the time of application. The reference date for proof of financial capacity must not be more than one year old at the time of application.

When using vehicles and combinations with a gross vehicle weight of over 2.5 tonnes, a licence is required if you are operating across borders, otherwise you only need to register the trade with the trade authority.
In the case of non-German nationals (especially those outside the EU), the legal regulations for foreign nationals must be observed when taking up self-employment. Information can be obtained from the Immigration and Naturalisation Service Office.
If the applicant has a criminal record, disorderly financial circumstances, no place of business or other serious negative findings about the applicant, authorisation may be refused.
No, as a rule not all documents need to be resubmitted for a new licence. Certain evidence - such as professional suitability - usually only needs to be submitted when the application is first submitted.
