Only if the pests are rats that can transmit infectious diseases should you report this to the authorities. The health department is responsible for these cases. Food businesses:

If you have observed an infestation of vermin (for example cockroaches, mice or rats) in a food business, then report this to the district inspectorates of the district administration department. They will then take a close look at the problem on site and take appropriate measures.
