Water licence - heat pump/ cooling system up to 50kW

Anyone operating a groundwater heat pump or cooling system and thus pumping or infiltrating groundwater via a well requires a permit under water law.

Description of the course

In principle, groundwater-operated heat pumps are possible throughout the city. One exception is the Waldtrudering water conservation area.

Note: In the south of Munich, the groundwater is relatively deep (15 to 25 metres) and in districts such as Solln or Großhadern there is little groundwater in some areas.

We therefore recommend that you ask us about the groundwater levels at your location for reliable planning:

A separate notification is required for the drilling of wells.

Prerequisites

The project comprises a groundwater heat pump or cooling system with an output of up to and including 50 kW. The property on which this is to be installed is located outside of contaminated sites entered in the land register and outside of water protection areas.

Required documents

All documents are required on paper in duplicate as well as in digital form:

  • informal letter of application
  • General site plan 1:25,000 with labelling of the property
  • Site plan 1:1,000 with locations of the wells and the system
  • Well development plans and geological strata profile with still water level (if drilling has already been completed after drilling notification). Alternatively: Anticipated layer profile and planned well development plan (if the wells have not yet been drilled).
  • Expert opinion from a private expert in water management (specialising in "thermal utilisation"). Processing time

Up to three months.

Fees and charges

Generally up to 200 euros (depending on heating output and withdrawal quantity).

If you wish to install a well to irrigate your private garden with groundwater, you must give at least one month's notice.

A permit under water law is required for the infiltration of rainwater into the ground in a water protection area.

Report tree damage (during construction work)

If trees are damaged without authorisation, owners or polluters can be obliged to restore or plant replacement trees.

Water law permit - geothermal probe/ geothermal collector

A permit under water law is required for the construction of a geothermal system (probe, collector, baskets or similar) with groundwater contact.

Tree felling - Protected tree species

In Munich, certain trees are specially protected by the Tree Protection Ordinance. These trees may only be cut down or pruned with authorisation.
