Anyone who extracts or infiltrates groundwater via a well and uses it to operate a groundwater heat pump or cooling system requires a water licence.

Course description

In principle, groundwater-operated heat pumps are possible throughout the city, with the exception of the Waldtrudering water conservation area. However, the groundwater in the south of Munich is relatively deep (15 to 25 metres) and in districts such as Solln or Großhadern there is very little groundwater in some areas. We therefore recommend that you ask us about the groundwater levels at your location for reliable planning:

Groundwater information from the Department for Climate and Environmental Protection

A separate notification is required for the drilling of extraction and absorption wells.

Required documents

All documents are required in paper form in quadruplicate as well as in digital form.

In addition to the application form, the documents listed in the Munich Water Management Office's information sheet are also required.

Duration and costs

Processing time

no generalised information can be given on the duration of the procedure. This depends on the individual case, the fulfilment of all requirements for approval and the additional processing time for other specialist departments involved in the procedure.

200 to 10,000 euros, depending on the pumping and seepage volume and the duration of the permit
