Anyone wishing to organise a raffle in public requires a permit. In a raffle, chances to win prizes are sold for a fee (raffle ticket).

Course description

Permits are granted only to associations, foundations or other non-profit or charitable organisations that are recognised as being for the public good.

Important note

Important note

From 1 January 2018, the new regulations issued by the Government of Upper Bavaria will apply:

  1. Prizes with a prize fund of up to €40,000, as well as lotteries, must be notified to the local authority of the venue at least one week in advance. For practical reasons, the notification should be submitted to the local authority at least two weeks before the planned date.
  2. For prize funds exceeding €40,000, lotteries and prize draws must be notified to the Government of Upper Bavaria, Maximilianstraße 39, 80538 Munich.
  3. The notification must be made in accordance with the attached template issued by the Government of Upper Bavaria on 5 October 2017.

The fee is one thousandth of the stake. Minimum fee: 30 euros

Anyone wishing to buy and set off private fireworks for a special occasion (e.g. birthday, anniversary) requires a licence.

Flying lanterns, tea lights and balloons

You may release up to 500 balloons without authorisation. It is forbidden to release lanterns or tea lights throughout Bavaria.

Playground equipment hire

Private individuals, schools, kindergartens, clubs, non-profit organisations and companies can borrow play equipment and toys from the Department of Education and Sport.
