Immission control licence - application

Industrial plants that cause heavy air and noise pollution or use hazardous substances require a licence.

Course description

An industrial plant requires an immission control licence before it is erected and commissioned if

  • it causes particularly high levels of air and noise pollution or
  • it contains certain quantities of hazardous substances and
  • the installation is to be operated at the same location for longer than twelve months.

a list of these installations can be found in the Annex to the Ordinance on Installations Requiring Authorisation ( 4th BImSchV).

Delays can be avoided if you contact the authorities at an early stage. In this way, it is possible to clarify which documents are required, how the procedure works and whether an environmental impact assessment is necessary before the application is submitted.

Required documents

Applicants will find all the information they need to submit an application in the checklist below. The documents to be submitted are labelled there.

All documents must be sent to the Department for Climate and Environmental Protection, subject area "Installations requiring authorisation". Contact details and address can be found at the bottom of the page.

Duration and costs

Processing time

The processing time is three to seven months.

Fees and charges

The amount of the authorisation fee is calculated on the basis of the list of costs, taking into account the investment costs and administrative expenses.

The minimum fee is 1,750 euros.
