Refurbishment with life cycle greenhouse gas balance (LCA)
If you are planning to renovate an existing residential building, you can apply for a subsidy.
Course description
Funding is available for the energy-efficient refurbishment of residential buildings. This must not exceed a limit value for greenhouse gas emissions per square metre of net room area and per year over the life cycle of the building (50-year observation period).

The subsidy rate for refurbishments with a life cycle greenhouse gas balance is made up as follows:
15 per cent basic subsidy
The following surcharges can be added to the basic subsidy:
5 per cent worst-first supplement for buildings that have energy efficiency class G or H before refurbishment on the basis of a requirements calculation.
5 per cent of the eligible costs as a multi-family house supplement for buildings with 3 or more residential units.
5 per cent of the eligible costs as an area surcharge for buildings in areas that are designated as an "area with heat pump after refurbishment" or "test area" in the Municipal Heating Plan portal, as well as for a limited period in areas with an integrated neighbourhood approach or outreach energy advice.

Prerequisites

Here is a brief summary of the key points.
The following applies to the Climate-Neutral Buildings Funding Programme (FKG):
- Funding is only available for buildings within the city limits of the State Capital of Munich.
- The applicant must be the party bearing the investment costs. This means that all contracts, invoices and similar documents must be issued in the applicant’s name and paid for from their bank account. The funding will be paid exclusively into the applicant’s bank account.
- The principle of ‘funding application before contract’ applies strictly to the application process . No contract for the project may have been awarded yet . If a contract has already been awarded to the contractors for the construction project for which funding is being sought, this will prevent FKG funding!
- Those eligible to apply include, amongst others, building owners and persons treated as such, for example, usufructuaries. Further information on who is eligible to apply can be found under ‘Questions & Answers’.
- Applications must be submitted exclusively online via the city’s funding portal.
Furthermore, the following applies to refurbishment projects involving a life-cycle greenhouse gas assessment:
- Funding is only available for measures carried out on existing buildings.
- Before renovation, the building must have an energy efficiency rating of E, F, G or H, based on an energy demand calculation. The energy efficiency rating is verified via the energy performance certificate or an energy efficiency calculation of the building’s condition prior to renovation.
- Applications can only be made for an entire building, not for individual residential units.
- The use of fossil fuels (such as heating oil, natural gas or coal) or gaseous or liquid biomass or hydrogen will result in exclusion from funding. Note: This does not apply to electricity used to power heat pumps or SWM district heating.
- The installation of window and door frames made from tropical timber will result in exclusion from funding.
- If funding is being claimed simultaneously from the City of Munich under the FKG and under funding programmes from other funding bodies (such as the Federal Government or the Free State of Bavaria), the requirements of these funding programmes must be observed. In particular, their provisions regarding the cumulation of funding apply. Required documents
No documents are required when submitting the application.
After completion of the construction project(s), the following documents must be uploaded. In the funding portal, uploading these documents is called "Submit proof of use":
If the application is to be submitted by an authorised person representing the applicant, the power of attorney form must be submitted.
- Proof of authorisation to apply. Example: A private individual submitting the application themselves must upload their ID. For WEG, see WEG subpage.
- GEG calculation including building component list with area and U-value calculations as well as a description of the technical system
- Proof of operating emissions based on the energy requirement parameters of the existing building
- Calculation of heated net room area in accordance with DIN 277
- Documentation of the life cycle assessment of the building on the basis of a component list with the refurbished components of KG 300 and 400 that are relevant in terms of energy.
- Sustainability certificates for wood
- Building plans on the basis of which the energy requirement calculation was prepared.
- Completed form " Declaration of life cycle THG balance sheet"
- Confirmation from a specialised company that hydraulic balancing has been carried out using the confirmation form for an efficiency house (residential building) from the "Spitzenverband für Gebäudetechnik" (VdZ-Forum für Energieeffizienz in der Gebäudetechnik e. V., www.vdzev.de/broschueren/formulare-hydraulischer-abgleich).
