Anyone wishing to make photo, film or sound recordings in an urban public green space requires a special permit.

Urban public green spaces are, for example, landscaped parks and green areas, recreational and leisure areas, sports and play areas, sunbathing lawns and children's playgrounds. They are usually signposted as public green spaces.

Prerequisites

Filming permits for journalistic reporting in urban public green spaces

No filming permit is required for film and photo shoots with little effort in municipal public green spaces if all of the following requirements are met in full:

  • exclusive use of hand-held camera, shoulder camera, maximum one camera on tripod, microphone, sound boom and portable smaller hand lamps as well as reflectors
  • no other aids or superstructures (such as camera drones, cable laying, generators, spotlights, chairs, trolley cases and others)

  • no more than 5 people (actors and crew on location) involved in filming on public roads

  • no scenes that contribute to endangering public safety and order (such as extremist, violent or pornographic filming) or to impairing the public's sense of security (such as the use of weapons, fights, loud shouting, threatening situations or other).

In addition, the following conditions apply:

  • Driving on the green space with motor vehicles requires a permit.
  • The use of the green space by visitors must not be impaired by photography, film and / or sound recordings.
  • Visitors must not be disturbed or harassed beyond the usual extent.
  • Any possible use of the permission-free expenditure must be made in advance by e-mail to anlagenaufsicht.gartenbau@muenchen.de, stating the location, time period, name and contact details of a responsible person as well as the subject and scene description.
  • The provisions of the green space statutes apply.

Special use must be applied for in the event of additional expenditure. The Building Department, Horticulture Division, as the landowner, must approve the special use. A special use permit can only be issued once written approval has been received from the Building Department.

Required documents

  • Fully completed application form (available for download)
  • Site plan or hand sketch (as specified in the application form)
  • MVAS certificate for the person named in the application and responsible on site

Duration and costs

Processing time

  • We need 15 working days to process the submitted application (by e-mail, fax, post or in person by prior appointment). The processing time already includes the consultation with the municipal building department. A longer processing time is possible in individual cases.
  • The processing time is shortened if a permit has already been issued and you only need to extend or postpone the period.
  • It is not possible to take the authorisation with you immediately.

  • We only calculate the total fees after the entire filming time has elapsed so that any changes to the number of days or closures can be taken into account. Therefore, please contact us after filming or if filming has not been completed.
