Vehicle transfer - from outside to Munich
If you are the owner of a vehicle registered in another location or you are moving to Munich with your vehicle, you must transfer your vehicle.
Course description
If you move, you must re-register as soon as possible.
If you register your new place of residence at one of the citizens' offices, you can also have your vehicle documents corrected at the same time.
If you have already re-registered your residential address but not your vehicle documents, you can do this from the comfort of your own home using your online ID function. If you no longer have your PIN for your online ID function, you can have a new PIN issued at any citizens' office.
Important note
if you move within Munich, you do not need to re-register your vehicle, but you do need to have the change of address entered in the registration certificate part I (vehicle registration document).
You need an appointment to re-register the vehicle in person on site.
Prerequisites
- You are registered as having your main residence in Munich.
- For legal entities, commercial enterprises, traders:
Munich is the place of business (head office or branch) - You already have German vehicle documents for the vehicle.
If not, you must observe the information on registering a foreign vehicle.
Important for online use:
It does not matter whether you are moving within Munich or moving to Munich. With an identity card in cheque card format and the electronic residence permit, the new address must be updated on the identity card chip.
If you would like to re-register your vehicle online, you will need:
Internet, technology and user account
- stable internet connection
- up-to-date browser, for example Chrome, Firefox, Safari or Edge
- ID card with online function
- ID card app 2 (available in any app store)
- electronic residence permit (eAT) with activated online ID function and pin (if you need help with activation, please contact the office responsible for the eAT)
- BayernID or BundID user account or private ELSTER certificate
- the vehicle is to be registered to your company: ELSTER company account
- Printer to be able to "drive off immediately" with the printed provisional registration certificate (for up to ten days in Germany)
Required documents
Vehicle documents available online :
- Assigned ZBII (vehicle registration certificate) with a scratch-off panel for revealing the verification code (issued from 2018 onwards)
- Issued ZBI (vehicle registration certificate) with a scratch-off panel to reveal the verification code (issued from 2015 onwards)
- Existing number plates with a security code (identifiable by the QR code next to the state coat of arms) – if the vehicle is still registered and you wish to change the number plate (plates issued from 2015 onwards)
If you have already reserved a number plate in advance:
- Reservation PIN
- eVB from your motor insurance provider (only required in the event of a change of owner)
- IBAN for the direct debit authorisation for motor vehicle tax (only required in the event of a change of owner)
- if you have a new MOT – the “express reference number” from the test report

Documents required at the registration office:
- Identity card or passport
- If presenting an identity card/ passport without the holder’s signature, it is also possible to present a combination of a copy of the identity document and a copy of the driving licence instead of the original identity document, provided the driving licence contains a photograph and a signature and you are registered as a resident in Munich.
- For legal entities, companies and associations: Extract from the commercial or associations register (no more than 3 years old from the date of issue) and business registration
- For minors: a declaration of consent from the legal guardian(s). If only one parent has parental authority, this must be proven by a custody order or a court judgement
- For guardianship in relation to ‘official and administrative matters’: guardian’s ID card
- For representatives: a written power of attorney (original), together with the representative’s identity document (original) and a copy of the principal’s identity document.
- eVB (electronic insurance confirmation),
only required in the event of a change of vehicle owner - Declaration of consent from the vehicle owner stating that the authorised representative may be informed of the vehicle’s tax status.
- SEPA mandate from the vehicle owner/account holder
(required for purely electric vehicles only from 10 years of age onwards)

Anyone moving to a different registration area is obliged to re-register their vehicle without delay .
You can re-register your vehicle online, in person at the local office (by appointment only) or at the same time as registering your place of residence.
Once we have finalised your registration application, the next step is to purchase the number plates. There are several private suppliers in the vicinity of the registration office and the citizens’ service centres. You must pay for the number plates separately. These costs are not included in the registration fees. You must present the registration application to the manufacturer as proof of your entitlement.
You will then need to return to us so that we can affix the official stickers to the number plates and stamp them.
If you move to the city of Munich from another registration district, you may keep your number plates when transferring the registration, provided the vehicle is registered at the time of the move. In this case, you do not need to bring the number plates with you. If this is not the case, the number plates must be presented. Once the vehicle has been taken off the road, the number plates must be returned to the registration authority that was previously responsible for them.
Retaining the number plate upon purchase: If you wish to take over the previous number plate from the last vehicle owner, the vehicle must still be registered. You do not need to bring the number plates with you. If the vehicle has already been de-registered at the time of the transfer of ownership, the previous number plate cannot, unfortunately, be taken over. If you would like new number plates and the vehicle is still registered, you must present the number plates. Once the vehicle has been taken off the road, the number plate will be returned to the registration authority that was previously responsible for it.
Vehicle Registration Authority, Eichstätter Str. 2:
- Vehicle registration services and dealers can only be dealt with directly at the Vehicle Registration Authority (not at the Citizens’ Offices)
- Leased or financed vehicles whose ZBII (vehicle registration certificate) is held by the bank can also only be processed directly at the Vehicle Registration Authority (you must request the vehicle registration certificate from your bank and have it sent to the Vehicle Registration Authority)
- Vehicles with an operating licence (e.g. vehicles and trailers without a Certificate of Registration Part 2 / vehicle registration document) can only be re-registered at the Vehicle Registration Authority

You can have your new address entered into your vehicle documents at the same time as you register your place of residence.
Online Vehicle Registration Office
You can re-register your vehicle in Munich round the clock, from the comfort of your own home. You will be guided step by step through the online process. Everything you need and where to find it is explained. To complete the process successfully (“drive away immediately”), you will need to download and print out certain documents (provisional registration certificate, registration notice), depending on the type of registration or re-registration application. You may only drive off immediately (without registration stickers) if you display the provisional registration certificate in a visible position inside the vehicle. Don’t worry if things don’t go entirely to plan. The registration office will definitely get in touch with you in the event of any queries or discrepancies. Please therefore ensure your contact details are up to date.
You have the option to reserve a personalised number plate. As the City of Munich does not have enough number plate combinations available for all vehicles, passenger cars without the suffix ‘E’ (electric) or ‘H’ (historic) or with a seasonal period may only be registered with standard-sized number plates (M + 2 letters and 4 numbers, MUC + 1 letter and 4 numbers, or MUC + 2 letters and 3 numbers). The number plate reservation must be made by the future owner or entered into the number plate reservation system.
A number plate reservation will only be accepted if the owner’s details are identical.
