Anyone wishing to organise a public assembly (rally, demonstration) in the open air must register this.

Description

Preparatory measures:
Only if you inform us in good time about the details of the planned assembly can we take all the necessary preparatory measures in good time (for example, arranging traffic diversions, ordering stopping restrictions or temporarily cancelling outdoor bar areas and fruit stands).

You must register no later than 48 hours before you announce the meeting (announcement of the time and place of the meeting). This deadline does not include Saturdays, Sundays and public holidays. You can register in person, by telephone or in writing (letter, e-mail, fax).

If you would like to hold an assembly in the city centre, it is advisable to contact us by telephone first so that we can clarify which central locations are available on the date you require. Due to construction work or other meetings that have already been registered, it may happen that some locations are occupied and therefore cannot be used by you. In this case, we will endeavour to work with you to find an alternative location for your meeting.

If you wish to use a pavilion for your assembly, it must be functionally (means of demonstration) or symbolically (means of demonstration) related to the registered assembly. A functional connection exists, for example, if technology or flyers are to be protected from the weather by means of the pavilion. A symbolic connection exists if the pavilion is to be used as a content carrier for the political message. From a safety point of view, a pavilion may not exceed a base area of nine square metres. Anchoring the pavilion to the ground is not permitted.

  • Place and time (start and end) of the meeting
  • Topic of the assembly
  • Route (all streets and squares affected, if the assembly is travelling)
  • Details of the organiser and leader of the assembly (first and last name, maiden name, address)

Questions & Answers

For so-called urgent meetings, you must register with us or the police at the latest at the same time as the announcement. You can register in person, by telephone or in writing (letter, e-mail, fax).

Please note the opening hours of the assembly office for urgent assemblies (the reason for the assembly arises at such short notice that the 48-hour deadline cannot be met):

Bavarian Assembly Act

Definition
An assembly is a gathering of at least two people for a communal discussion or demonstration primarily aimed at participating in the formation of public opinion. An assembly is public if participation is not restricted to an individually defined group of people.

Announcement of an assembly is the communication by the organiser of the place, time and topic of the assembly to a specific or undefined group of people.

Information
The obligation to give notice does not apply if the assembly develops unplanned and without an organiser for an immediate reason (spontaneous assembly).

If notification is given by telephone, the district administration department may request that the notification be made in writing, electronically or for the record without delay.

The route of moving assemblies must be specified in full, i.e. all streets or squares affected by the assembly must be listed in the notification.

The forms provided for you include the option to provide further information voluntarily. Please bear in mind that if you do not specify the modalities and details of your assembly (such as number of participants, means of demonstration and aids, but also your accessibility) in good time, the necessary preparatory measures by the district administration department (such as traffic regulations, ordering of stopping bans, cancellation of open-air bar areas, revocation of fruit stands and others) may not be able to be taken or not in good time.
