Residence permit - War refugees from Ukraine

If you are fleeing the war in Ukraine, you can stay in Germany for up to 90 days after entering the country without a visa. After that, you will need a residence permit.

After entering the country

As soon as you have a permanent residence in Munich, register your residence at the Citizens Office. Make an appointment online and you will receive a registration certificate.

Registration as a war refugee

In order to obtain a residence permit, you must register as a war refugee. You can come to the arrival centre at Dachauer Straße 122 from Monday to Friday between 8 am and 4 pm to register.

Application for a residence permit

You can stay in Germany for up to 90 days after your first entry without a visa. After that, you will need a residence permit. This authorises you to work.

You can submit the application and documents online:

  • Upload your documents as a PDF.
  • After sending your application, you will receive confirmation of the continued validity of your stay. You can save this as a PDF.
  • After your application has been checked, you will receive an appointment and further information.
  • Please submit your application only once.

Period of validity

The residence permit according to § 24 AufenthG is valid until 4 March 2027.

Extension of the residence permit according to § 24 AufenthG

Your residence permit in accordance with Section 24 AufenthG that is still valid on 1 February 2026 will be automatically extended until 4 March 2027. A new residence permit is not required and you do not need to come to the Immigration and Naturalisation Service Office. You can continue to work. However, it is not possible to use the online ID function (eID).

You do not need a new residence document (eAT) in the following cases:

  • Travelling within the Schengen states for up to 90 days
  • Re-entry from Ukraine to Germany
  • Taking up employment
  • Applying for benefits in accordance with SGB II and SGB XII (e.g. basic income support), Federal Training Assistance Act (BAföG), child benefit, housing benefit, health insurance benefits

A new eAT can only be issued in accordance with Section 24 AufenthG in exceptional cases, e.g. for urgent travel outside the Schengen states. To do this, you must submit a new application via our contact form and enclose proof of the exceptional case.

From 4 March 2027, the provisions of the Residence Act will apply to the issue of a residence permit for other purposes.

Visa-free entry is possible for first-time travellers until 04.12.2026.

From 4 March 2024, this does not apply to third-country nationals with a temporary right of residence in Ukraine; as a rule, they require a visa, which must be applied for at the German diplomatic mission abroad.

Prerequisites

You can obtain a residence permit for temporary protection in accordance with § 24 AufenthG if you:

  • Have Ukrainian citizenship yourself,
  • Have family members (parents, children, spouse, unmarried partner and close relatives who have already lived in the family community in Ukraine) who receive a residence permit in accordance with § 24 AufenthG,
  • have already been recognised as a refugee in Ukraine,
  • have not been granted temporary protection in any other European country (if applying in Germany from 14 August 2025).

Applying for a residence permit for another purpose

Required documents

  • Fully completed application form(in Latin script)
  • Tabular list of your place of residence/place of residence from the beginning of the war on 24 February 2022 until your entry into Germany, each with proof of the information (e.g. registration certificates, local payments, school confirmations, etc.)
  • If available: Documents or residence permit from other countries
  • Copy of your identity document with your personal details, all entry and exit stamps and all visas
  • Copy of your Ukrainian residence document (only required if you do not have Ukrainian citizenship)
  • Copy of your registration certificate (issued by the Citizens Office)
  • Optionisation certificate for Bavaria from Dachauer Straße 122

Families can submit the application together.

  • The documents submitted (such as proof of identity and language certificates) will be checked for authenticity. Forgeries will be reported to the police.
  • If we require further documents, we will write to you.

  • Refugees are permitted totravel within the Schengen states for a period of up to 90 days with the residence permit valid on 1 February 2026 (eAT in accordance with Section 24 AufenthG), a passport or a travel document for foreign nationals
  • Refugees travelling to third countries outside the Schengen area may only be permitted with a new electronic residence permit (eAT), which must be applied for in exceptional cases using the contact form.
  • Re-entry from Ukraine to Germany and transit through Schengen states such as Poland and Slovakia are possible.

Important note on travelling to Ukraine:

Regardless of whether refugees are only returning for 3 weeks, 6 months or for good - different rules and regulationsapply depending on the length of your stay .
