Loss or theft of the registration certificate part II

If you lose the registration certificate part II, you must apply for a new one at the registration office where the vehicle was registered.

Description

The new registration certificate part II (vehicle registration document) may only be issued and handed over or sent by registered mail after the so-called "Aufbietung" period at the Federal Motor Transport Authority in Flensburg has expired. Approval by the Federal Motor Transport Authority usually takes three to four weeks.

Prerequisites

The vehicle registration document (ZB II) has been lost or stolen. A letter request must be submitted to the responsible registration authority for a new issue. This requires the registered person to submit an affidavit.

Information on the affidavit:

To report the loss of the registration certificate part 2 (vehicle registration document), an affidavit in lieu of an oath is required for the letter request. This can only be submitted in person to the authorities. It is not sufficient to submit a self-written declaration in lieu of oath. Only an affidavit made before a notary and thus confirmed by a notary is sufficient for submission without personal attendance.

  • The notarised affidavit must contain the following information:
    Information on the loss of the document
  • Assurance that the document will be returned to the licensing authority if it is found again
  • the oath formula: "I declare on oath that I have told the truth to the best of my knowledge and have not concealed anything."

Required documents

  • Identity card or passport
  • For legal entities, companies and associations: Extract from the commercial or association register (not older than 3 years from issue) and business registration
  • For minors: Declaration of consent from the legal guardian. If only one parent has parental authority, this must be proven by a custody order or a court judgement.
  • In the case of guardianship for "official and administrative matters": Carer's identity card
  • For proxies: written power of attorney (original) as well as ID of the authorised representative (original) and ID of the principal (copy)
  • Registration certificate part I (previously vehicle registration certificate), if this is still available.
  • Test report or entry in the vehicle registration certificate regarding a valid general inspection
    except for vehicles that have been taken out of service.
  • If you have filed a theft report with the police, please bring this with you.
  • For commercial vehicles: Safety inspection
