Vehicle transfer - within Munich

If you are the new owner of a vehicle that is already registered in Munich, you must re-register your vehicle (including trailer).

Course description

With your online licence plate function, you can conveniently re-register your vehicle online from home.

  • If the vehicle is still registered in Munich, you can keep the licence plate number. You can also use a new licence plate.
  • If the vehicle is currently not in use (immobilised), you will need a new number plate.
  • You have the option of applying for a special licence plate.
  • If you move within Munich, you do not need to transfer your vehicle, but you do need to have the change of address entered in the registration certificate part I.

If you no longer have your PIN for your online ID function, you can have a new PIN issued at any Citizens Office.

Prerequisites

Internet, technology and user account

  • stable internet connection
  • up-to-date browser, for example Chrome, Firefox, Safari or Edge
  • ID card with online function
  • ID card app 2 (available in every app store)
  • electronic residence permit (eAT) with activated online ID function and pin (if you need help with activation, please contact the office responsible for the eAT)
  • BayernID or BundID user account or private ELSTER certificate
  • the vehicle is to be registered to your company: ELSTER company account
  • Printer to be able to "drive off immediately" with the printed provisional registration certificate (for up to ten days in Germany)

Required documents

Vehicle documents available online :

  • The vehicle’s ZBII (vehicle registration certificate) with a scratch-off panel for revealing the verification code (issued from 2018 onwards)
  • Issued ZBI (vehicle registration certificate) with a scratch-off panel for revealing the verification code (on the reverse) – this may already have been scratched off following successful online de-registration (issued from 2015 onwards)
  • Previous number plates (with stickers from 2015 onwards) – if the vehicle is registered and you wish to have a different number plate

If you have already reserved a number plate in advance:

  • Reservation PIN
  • eVB from your motor insurance provider (only required in the event of a change of owner)
  • IBAN for the direct debit authorisation for motor vehicle tax (only required in the event of a change of owner)

    Processing time

    The online application usually only takes a few minutes. After payment, you will receive documents for immediate download. You must download these.

    To be able to drive off immediately, you must print out the temporary registration certificate and place it behind your windscreen so that it is clearly legible. This is valid for 10 days from the date of the online registration application. In this case, you will receive your documents (ZBI, ZBII, stamp stickers) within the next 10 days.

    If "immediate departure" is not possible, you will receive your documents within the next 3 days.

    Please make sure that your contact details are correct. If there are any discrepancies or queries, the registration office will contact you in any case.

    Online fee: online payment / credit card / EC card possible with retention of the licence plate: from 17.80 euros with allocation of a new licence plate: from 20.50 euros

    on-site fee: only with EC card / cash payment with retention of the licence plate: from 24.20 Euro with allocation of a new licence plate: from 27.10 Euro

    Customised number plates: 12.80 euros

    On-site requirement:

    • ​You must be registered as having your main residence in Munich.​
    • For legal entities, commercial enterprises and traders: Munich must be the place of business (head office or branch)
    • You already have German vehicle registration documents for the vehicle. If not, you must follow the instructions for registering a foreign vehicle.

    Documents required at the registration office:

    • If presenting an identity card/ passport without the holder’s signature, it is possible to submit a combination of a copy of the identity document and a copy of the driving licence instead of the original identity document, provided the driving licence contains a photograph and a signature and you are registered as resident in Munich.
    • For legal entities, companies and associations: Extract from the commercial or associations register (no older than 3 years from the date of issue) and business registration
    • For minors: Declaration of consent from the legal guardian(s). If only one parent has parental responsibility, this must be proven by a custody order or a court judgement
    • For guardianship in relation to “official and administrative matters”: guardian’s ID card
    • In the case of representation: written power of attorney (original) as well as the authorised representative’s identity document (original) and a copy of the principal’s identity document.
    • Declaration of consent from the vehicle owner that the authorised representative may be informed of the vehicle tax status.
    • In the event of a change of vehicle owner: SEPA direct debit mandate from the vehicle owner/account holder (required only for fully electric vehicles from 10 years old onwards)
    • In the event of a change of owner: eVB (electronic insurance confirmation)
    • Registration certificate, Part I (previously known as the vehicle registration document)
    • Registration certificate, Part II (previously known as the vehicle title)
    • Inspection report or entry in the vehicle registration certificate confirming a valid general inspection
    • For commercial vehicles: safety inspection
    • Previous number plates must generally be brought along; exceptions are listed under ‘Questions and Answers’

    You do not need to bring the number plate in the following cases:

    • The vehicle has been taken off the road (decommissioned).
    • The vehicle is still registered and you wish to keep the existing number plate.
