Event authorisation - Public streets and squares
Anyone wishing to organise a public event outdoors on public streets and squares requires a permit.
Description
Typical examples of events requiring a licence include street festivals, open-air concerts (where more than six people are performing), sporting events, cultural events, information events, parades and church events.
Formal safety plan: Under certain circumstances, you must draw up and submit a formal safety plan for your event.
Serving of food and drink: If alcoholic drinks are served, a temporary catering licence (permit) may also be required.
Structures/stages: You require planning permission for permanent structures. (Section 74 of the Bavarian Building Regulations – BayBo) If so-called ‘temporary structures’ (Section 85 BayBo: stalls, tents, stages) are erected, this must be notified in advance to the building control authority, together with the inspection log.Minor temporary structures are exempt from the requirement for an inspection log and the obligation to give notice. These include stalls, podiums and similar minor structures measuring less than 75 square metres or up to five metres in height, which are not designed to bear heavy loads and do not pose a danger to the general public. The department responsible for this is the Department for Urban Planning and Building Regulations – Division IV/12, Room 238, Blumenstraße 19. Contact: Telephone 089/233-96484, Fax 089/233-22790
Special Use Permit: For events for which you do not require an event permit, a special use permit may still be necessary.
As the organiser, you must undertake to cover any costs incurred, for example for waste disposal and traffic signage. Waste prevention and waste separation obligations: Please contact the Waste Management Authority for information on waste prevention and waste separation obligations. Please note that in Munich, there is a ban on single-use items at events held on public land. Further information on the city’s ban on single-use items can be found on the website of the Munich Waste Management Authority.
Important note
Special requirements apply to pedestrian zones and historic squares.
Application deadline:
The application must be submitted at least two months before the planned date of the event.
Requirements
The most important requirements for a permit are that it is a public event, the street/square has little traffic, no public transport (tram, bus) runs there, no (product) advertising or product sales take place and no admission is charged.
