Travel document for foreigners

If you do not have a passport or passport replacement, the Foreigners Office can issue you with a travel document for foreigners in individual cases.

Description

In principle, foreign nationals must present a valid national passport. Whether it is unreasonable to obtain a national passport must be examined by the Foreigners Office on a case-by-case basis. The travel document can only be issued for the duration for which the residence permit is valid. In the case of an unlimited residence permit, the maximum validity can be issued.

Prerequisites

  • You are registered in Munich
  • You demonstrably do not have a national passport or passport substitute and cannot obtain one in a reasonable manner
  • You have a valid residence permit

Required documents

  • Fully completed application form
  • Current biometric passport photo
  • Written justification as to why obtaining a national passport is unreasonable and supporting documents

Further documents may be required in individual cases.

Please submit the required documents online or by post. After submitting your online application, you can download a completed document as a PDF for your records. Once we have checked your application, you will receive an appointment for a personal interview.
